Short Ribs With Sweet and Sour Sauce

-3 to 4 lb. short ribs
-Salt and pepper to taste
-1 (8 oz.) can tomato sauce
-1/4 c. catsup
-1/3 c. brown sugar
-1/4 c. vinegar
-2 tbsp. mustard
-1/2 c. onions, chopped
-1 clove garlic, minced
-1 tbsp. chili powder
